DEAN: New Account Number for Digital Euro Payments
The European Central Bank (ECB) is planning to introduce a new account number, the Digital Euro Account Number (DEAN), which will be used alongside the existing IBAN for online payments with the digital euro. This measure is part of a comprehensive strategy to implement the digital euro, which is intended to function as digital central bank money in the euro area. The DEAN will consist of 18 alphanumeric characters and will include an immutable prefix "EU." Unlike the IBAN, there will be no country code such as "DE." The structure of the DEAN also includes two check digits for error prevention, an indicator digit that specifies whether it is a personal or business account, and a 13-digit serial number that uniquely identifies the account.
Private customers will be assigned a single DEAN, while business customers will have the option to hold multiple DEANs. This flexibility is designed to meet the varying needs of businesses that may require multiple accounts for different business areas. The DEAN will be mandatory for all online payments with the digital euro. The ECB describes the process in which a payer transfers money to a payee by entering the unique identifier of the payee into the payment application. These transactions can be conducted remotely, without the payer and payee needing to be physically close to each other.
In addition to the DEAN, there will also be the option to process payments offline via Near Field Communication (NFC). In this case, the devices of both users can be held directly together to complete the transaction without requiring an internet connection. This functionality will be particularly significant for everyday payments between individuals. The introduction of the digital euro and the DEAN is expected to revolutionize the way payments are processed in the euro area. The ECB has emphasized that the digital euro will still allow for payments to be made without a DEAN when conducted offline.
The DEAN will be important not only for private end users but also for business customers. The ECB plans to gradually introduce the DEAN in the coming months to ensure a smooth integration into existing payment systems. The exact timeline for the rollout is still being determined. The ECB has already announced that the DEAN will play a crucial role in the digital transformation of payment transactions. The implementation of the digital euro is seen as a critical step to enhance the competitiveness of the euro area in the global financial system.
The introduction of the DEAN is also expected to impact existing payment systems, as banks and payment service providers will need to adjust their infrastructure to meet the new requirements.
