Federal Government Plans Mandatory Citizen Account

The federal government has presented plans to introduce a mandatory citizen account for all citizens. This account is intended to serve as a central platform for verifying identity, submitting applications, and obtaining information. It is not a conventional bank account, but rather a digital identity management system that continues the existing BundID. The citizen account is designed as part of the modernization of administration. The goal is to orient administrative processes around the life situations of citizens and to enable application-free services.

For example, parents are to automatically receive a child benefit notification after the birth of a child, without having to submit an application. The coalition agreement of the governing parties CDU, CSU, and SPD emphasizes that the digitization of administrative services should be advanced. The government plans to create a "one-stop shop" through which citizens can handle all necessary services digitally and without visiting government offices. This is intended to increase the efficiency and user-friendliness of administration. A central element of the citizen account will be the EUDI-Wallet, which is to be made available for both citizens and businesses.

This digital wallet will offer functions for identification, authentication, and payment processing. The introduction of the EUDI-Wallet is scheduled for January 2027. However, it remains unclear whether the citizen account will actually be mandatory. While the federal government initially speaks of a requirement, it is also mentioned that there could be exceptions for individuals who do not wish to or cannot use the account. Details regarding these exceptions are not yet known.

Currently, the use of BundID and similar digital services is voluntary. However, with the introduction of the citizen account, this could change, as the government plans to make the use of these services the norm. A legal basis for the mandatory citizen account is still pending. Experts estimate that the citizen account could be operational as early as 2028. Until then, further discussions and planning are necessary to establish the exact framework and technical details.
