Federal Government Plans Mandatory Citizen Account

The federal government has presented plans to introduce a mandatory citizen account for every citizen. This account is intended to serve as a central platform for verifying identity, submitting applications, and obtaining information. It is not a conventional bank account, but rather a digital identity management system that continues the existing BundID. The new citizen account will offer extensive functions. Unlike the BundID, which serves only for identification, the citizen account will also enable benefits without the need for an application.

For example, parents could automatically receive a child benefit notification after the birth of a child without having to submit an application. This is part of the strategy to align administrative processes more closely with the life situations of citizens. The coalition agreement of the governing parties CDU, CSU, and SPD emphasizes that the modernization of administration and the digitization of social benefits are priorities. The federal government plans to create a "one-stop shop" through which citizens can handle all necessary administrative services digitally and without visiting government offices. This is intended to increase the efficiency and accessibility of public services.

The introduction of the citizen account is described as mandatory; however, there are indications that exceptions for individuals who cannot or do not wish to use the account may be considered. Details regarding these exceptions remain unclear. Experts suspect that in certain cases, an exemption from the citizen account could be possible. Currently, the use of the BundID and other digital services is voluntary. However, the planned change could make the use of these services mandatory.

So far, there is no concrete legislative proposal regulating the introduction of the citizen account. A timeline for the project's launch has also not been specified. The federal government plans to provide the EUDI wallet, which can be used for identification, authentication, and payments by both citizens and businesses. This digital identity is intended to facilitate access to various services and simplify interaction with authorities. The discussion surrounding the citizen account has already triggered various reactions.

While some citizens welcome the simplification of administrative processes, others express concerns regarding data protection and the mandatory use. However, the government has emphasized that support will be provided for those who cannot or do not wish to take the digital route. The introduction of the citizen account could have far-reaching implications for administration and access to social benefits. Experts estimate that the full implementation and integration of the system could take several years. Some professionals believe that the citizen account may not be fully utilized until at least 2028.

The federal government aims to advance the digitization of administration and place citizens at the center. However, a specific date for the launch of the citizen account is still pending. The plans are part of a comprehensive strategy to modernize public administration in Germany. "We are committed to consistent digitization and 'digital-only'," states the coalition agreement of the governing parties.
