Cabinet Approves Law Against Digital Violence

Cabinet Approves Law Against Digital Violence

The Federal Cabinet passed a bill on October 9, 2026, that aims to criminalize sexualized deepfakes and voyeuristic recordings. The goal is to strengthen the rights of those affected and combat digital violence. The draft stipulates that such acts can be prosecuted as crimes, marking a significant change in German criminal law. The bill was presented by Federal Minister of Justice Marco Buschmann.

He emphasized that the new regulations are necessary to address the needs of victims of digital violence. "For us, the most important thing is that these acts are punished," Buschmann stated. The amendment is also intended to help restore trust in the digital world. The initiative for the legislative change was prompted by numerous cases of digital violence that have increased in recent years. Victims report severe psychological distress and stigmatization resulting from the dissemination of deepfakes and voyeuristic content.

According to a survey by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth, over 30% of respondents indicated that they have been affected by digital violence. Celebrities from the entertainment industry have also commented on the bill. Actress and activist Anna Müller stated that such measures are urgently needed to protect the dignity and privacy of individuals. "It is time for us to establish clear legal frameworks to combat this form of violence," she said in an interview. The bill proposes that the distribution of sexualized deepfakes could be punishable by imprisonment of up to three years.

The production and possession of such content are also to be criminalized. Experts welcome the initiative but point out that the implementation and enforcement of the new regulations could pose challenges. The federal government plans to bring the bill to a vote in the Bundestag later this year. If passed, the law could come into effect as early as 2027, significantly strengthening the legal framework for combating digital violence.

Another aspect of the bill is the establishment of support centers for victims. These centers are intended to provide assistance and legal advice. The federal government has announced that it will allocate the necessary funds to ensure the implementation of these measures. "We must ensure that victims receive the help they need," Buschmann stated. The discussion about digital violence and its legal consequences has intensified in recent years.

Various organizations and initiatives advocate for the rights of victims and call for comprehensive legal regulations. The new legislative initiative could be seen as an important step in this direction. The debate over the bill is expected to be contentious in the Bundestag. Critics fear that the regulations do not go far enough and demand additional measures for prevention and education. However, the federal government has emphasized that the bill is a first step and that further measures may follow.

The passage of the bill could also have international implications. Experts point out that many countries face similar issues with digital violence, and German legislation could serve as a model. The federal government has already announced discussions with other states to exchange experiences and develop joint strategies. The legal frameworks for digital violence are still inadequate in many countries. According to a study by the European Commission, over 40% of EU citizens reported feeling unsafe online.

The new legislative initiative could help increase users' sense of security and strengthen trust in digital platforms. The federal government plans to comprehensively inform the public about the new regulations. An information campaign will aim to raise awareness of digital violence and educate victims about their rights. "We want everyone to know that digital violence will not be tolerated," Buschmann concluded.
