The federal government has presented plans to introduce a mandatory citizen account for every citizen. This account is not to be compared with a conventional bank account, but rather serves as a digital platform that facilitates identity verification and access to various administrative services. The aim is to promote the use of online services and modernize administrative processes. The new citizen account will be designed as an extension of the existing BundID, which is already used for digital identification. With BundID, citizens can identify themselves online and unlock important services such as the electronic identity card.

However, the citizen account is expected to offer additional functions that go beyond the previous capabilities. A central element of the citizen account is the ability to receive certain benefits automatically without having to apply. The coalition agreement of the CDU, CSU, and SPD emphasizes that administrative processes must be oriented towards the life situations of citizens. For example, parents are to automatically receive a child benefit notification after the birth of a child, without having to submit an application. The federal government plans to use the modernization of social benefits as a blueprint for digitization.

The idea is that citizens can easily access all necessary administrative services through a central platform, the so-called one-stop shop. This should be possible without visits to authorities or written applications. Another aspect of the citizen account is the introduction of the EUDI wallet, which is to be used for identification, authentication, and payment processing by both citizens and businesses. This digital wallet is intended to further simplify interactions with government agencies and promote the use of digital services. However, it remains unclear whether the citizen account will actually be mandatory.

While the federal government initially speaks of a requirement, it is also mentioned that individuals who do not wish to use the account or cannot do so will be provided with alternative options. Details regarding these exceptions are not yet known. Currently, the use of BundID and similar services is voluntary. However, experts expect that this could change with the introduction of the citizen account. So far, there is no concrete legislative proposal that mandates the use of the citizen account.

A timeline for the project's launch has also not been specified. Some experts believe that the citizen account could be operational as early as 2028. The federal government aims to advance the digitization of administration and involve citizens in the process. However, the exact steps for implementation have yet to be determined. The introduction of the citizen account could have far-reaching implications for the interaction between citizens and administration. The federal government plans to strengthen citizens' digital identities and facilitate access to government services. However, a specific date for the launch of the citizen account is still pending.
