Federal Network Agency Introduces App for Internet Speed Measurement

Starting April 20, 2026, the Federal Network Agency has explained the functionality of the app in its newly published regulation "Regulations for Proving a Shortfall in Mobile Communications." Consumers can use the app to check whether the quality of their mobile internet access significantly deviates from the contractually agreed maximum performance. In cases of proven shortfall, they can assert rights to reduction or special termination. A total of 30 measurements are required to prove a shortfall, distributed over five calendar days.

On each of these days, six measurements must be conducted. A significant deviation occurs when the agreed estimated maximum speed, reduced by certain deductions, is not achieved on at least three of the five measurement days. If sufficient evidence is available after just three measurement days, the measurement campaign can be concluded early. The deductions applicable for the measurements vary depending on household density. In areas with high household density, the deduction is 75 percent, meaning that at least 25 percent of the contractually guaranteed speed must be achieved.

In areas with medium household density, the deduction is 85 percent, while in areas with low household density, a deduction of 90 percent applies. The app is independent of providers and technology, meaning it can be used by all mobile customers, regardless of their provider. All results obtained can be stored on the smartphone in a location- and time-bound manner. This allows users to easily manage their measurement data and present it to their provider if necessary. The introduction of this app aims to increase transparency in the mobile market and give consumers more control over their contracts.

The Federal Network Agency emphasizes that the regulations are intended to improve the quality of mobile services and strengthen consumer rights. The app will be available starting April 20, 2026. Consumers can download it through the official channels of the Federal Network Agency. The authority expects that the new regulation and the app will lead to more users actively checking their internet speed and potentially taking legal action against their providers.

The Federal Network Agency has divided the country into grid cells measuring 300 by 300 meters to conduct measurements regionally differentiated. This measure is intended to ensure that the results of the measurements reflect the actual conditions on-site and allow for a fair assessment of mobile quality. The app is seen as an important step towards improving consumer rights in the mobile sector. The Federal Network Agency plans to comprehensively inform users about the app's functionality and the conduct of measurements to ensure that consumers can optimally utilize the new opportunities.

The Federal Network Agency has already announced that it will regularly evaluate the results of the measurements to monitor the development of mobile quality in Germany. This data is also intended to motivate providers to improve their services and optimize competitive conditions in the mobile market. The app "Broadband Measurement Proof Procedure Mobile Communications" will be available to all mobile customers in Germany starting April 20, 2026.
